Traffic Controller & Traffic Management Implementer (COMBO) RIISS00054 & RIISS00055 (3 days)

This course addresses the skills and knowledge for those responsible for stopping and starting traffic in temporary traffic management using a stop/slow bat, boom gate or similar control device and also addresses the skills and knowledge for personnel responsible for traffic management on a site to implement a work zone traffic management plan in the immediate vicinity of a workplace.  This program is a good entry point for those wishing to establish themselves into the traffic control/management industry.  It is also suited to those who have traffic controller experience and wish to further their career within the traffic control/management industry.

 

To obtain a SafeWork NSW Traffic Control Work Training (TCWT) card, training and assessment must be carried out by a SafeWork NSW approved training provider.

 

Recommended Target Audience

It applies to those working in supervisory roles and/or workers in operational roles. They generally work in teams in live traffic environments and hold some responsibility for the outcomes of others and/or under some degree of supervision.  This skill set addresses the skills and knowledge for those responsible for traffic management on a site and road workers under their direction.

Enrolment

Participants will be required to complete an online enrolment form prior to training.  On this form participants can indicate whether they require further assistance due to any language, literacy and numeracy (LLN) issues. This is most important so that the trainer/assessor can implement any processes prior to the training.

Pathways Information

The units provide credit towards a number of Certificate II and Certificate III qualifications in the RII Resources and Infrastructure Industry Training Package and other training packages.

No licensing, legislative or certification requirements apply to this skill set at the time of publication.

Statement of Attainment

These units of competency from the RII Resources and Infrastructure Industry Training Package meet industry requirements for individuals responsible for traffic management, and for individuals responsible for stopping and starting traffic in temporary traffic management on a site which may include road workers under their direction. 

 

Delivery and Assessment Method

Training Days – All participants are required to attend pre-determined training days in a classroom setting.  After the course induction the trainer/assessor will facilitate the participants through both theory and simulated practical sessions. Your trainer/assessor will be assessing you throughout these days and this will form part of what we call a ‘portfolio of evidence.’  This portfolio will then be the basis on which the assessor will make a summative assessment of your competence.

Post Training Course Requirements

The assessor needs to gather evidence from three separate workplace experiences.  All participants will need to be directly observed at a workplace on at least three occasions undertaking appropriate traffic control activities.  This evidence will form part of the ‘portfolio of evidence’ which will be the basis on which the assessor will make a summative assessment of your competence.

Learning Outcomes

• Stop/direct road users using a stop/slow bat and understand stopping sight distances

• Monitor traffic with portable traffic control devices and temporary traffic signs according to traffic management plans and traffic guidance schemes

• Maintain traffic incident reports

• Understand the Traffic Control Guidance Schemes (TGSs) also known as Traffic Control Plan (TCPs) for the site

• Assess and respond to changes in the environment, for example traffic volumes, weather conditions, road conditions, Work Health and Safety (WHS) and operational requirements

• Carry out risk assessments for personal safety

• Participate in toolbox talks (specific to traffic control)

• Use communication methods and devices

• Use Portable Traffic Lights to control traffic

• Conform to traffic control policy and procedures

• Identify safety implications of traffic control at road works and personal responsibilities

• Set up, monitor and close down traffic control devices according to a nominated TGS/TMP, to WHS and legislative requirements

• Operate a two-way radio correctly and effectively

• Check, clean and store equipment on completion of work and close down a TGS/TMP

• Know the basic function of the TGS/TMP system

• Locate and apply required legislations, documentation, policies and procedures including documentation required for worksite projects and required traffic management

• Locate and apply required legislation, regulations, codes and procedures including Austroads Codes of Practice and WHS applicable to temporary traffic management

• Adapt to all work health and safety (WHS) and operational requirements

• Use the site/location assessment, distinguish topographical landmarks and carry out authorised risk control

• Conduct an onsite check of a TGS/TMP to identify any unexpected risks/hazards

• Plan for emergencies that may arise

• Ensure spacing between signs and traffic control devices is in line with a TGS/TMP

• Understand speed, environment, type and class of vehicles, traffic density, sight lines, environmental conditions, weather patterns and surface type

• Monitor traffic controllers

Prerequisites

• It is recommended that you have experience in traffic control, although not necessary.

• All participants will require a Unique Student Identifier Number (USI) prior to enrolment. If you don’t currently have a USI, you will need to obtain one by creating one at the following website: https://www.usi.gov.au/students/create-your-usi

• All participants must complete the pre-course learning located on our website (found under “Student Resources”) prior to attendance.You will be asked to answer questions on this throughout the duration of the course.

• It is the Learners’ responsibility to disclose and make TMT aware of any information pertaining to their individual learning requirements including LLN levels so as reasonable adjustments can be made.

• A SafeWork WHS White card and a current driver’s licence is extremely desirable as on most occasions this will be an employment prerequisite.

2 full days in class + 1 full day of workplace direct observations and assessments

Traffic Control Course Requirements

• Applicants must be 17 years of age or over

• 100 points of ID is required by SafeWork NSW to lodge the application

• To attend the course each day, the participant MUST present at least 100 points of ID [refer to the EOI Form to identify what would constitute 100 points]

• Before enrolling all candidates must have a Unique Student Identifier number (USI) https://www.usi.gov.au

• An appropriate understanding of both written and spoken English

• Course fees cover SafeWork registration for your traffic control card

• Please bring a pen and a drink bottle with you

• Access to bathroom facilities and drinking water is available all days

• Students must be willing to comply with current COVID requirements
